欧亚通讯社电（记者耿玲）2025年6月4日，中阿互益能源控股有限公司（以下简称“中阿互益能源”）与大连环渤海能源交易中心有限公司董事长朱世亮带领团队一行来访临科智华，临科智华董事长王旭辉进行接待。双方就在全球范围内合作开展人工智能、区块链、算力网络及能源金融领域相关业务展开深入探讨，并于上海临港新片区正式签署合作协议。

On June 4, 2025, Mr.Shiliang Zhu, Chairman of China Arab Mutual Energy  Holdings Co., Ltd. and Dalian Huanbohai Energy Trading Center Co., Ltd., led a business delegation to visit Shanghai Linkwise Data Technology. Mr.Xuhui Wang(Thomas), Chairman of Linkwise Data Technology Co.,Ltd., warmly received the delegation. 

The two parties engaged in in-depth discussions on global cooperation in the fields of artificial intelligence(AI), blockchain, computing networks and energy finance. A formal cooperation agreement was signed in the Lingang Special Area of Shanghai.

China Arab Mutual Energy Holdings Co.,Ltd. was jointly established by Royal Capital-the UAE’s Bin Zayed Group and the Dalian Huanbohai Energy Trading Center to engage in energy trade and related businesses. Leveraging international cooperation resources, the company aims to support the development of the Northeast Asia International Oil and Gas Exchange.With a registered capital of 5 billion US dollars, it serves as a vital bridge between Middle Eastern capital and the Chinese market.

其母公司环渤海能源交易中心是国内首个集能源现货交易、仓储物流、供应链金融于一体的国际化平台，也是中国东北地区最大的能源交易平台，年交易额超千亿元。环渤海能源交易中心在区块链技术应用经验丰富，他们致力于构建透明高效的全球能源交易网络，曾获OPEC（石油输出国组织）秘书长高度评价。

Its parent company, the Huanbohai Energy Trading Center, is China’s first internationalized platform integrating energy spot trading, warehousing and logistics,and supply chain finance. It is also the largest energy trading platform in Northeast China,  with annual transaction volumes exceeding 15 billion US dollars. The Exchange is well-experienced in applying blockchain technology and is committed to building a transparent and efficient global energy trading network. Its work has received high praise from the Secretary-General of OPEC(Organization of the Petroleum Exporting Countries).

中国与阿联酋建交40周年之际，国家主席习近平同阿联酋总统穆罕默德会谈时提出要“拓展信息技术、人工智能、数字经济、新能源等高技术领域合作。”为此中阿共同建立中阿投资合作高级别委员会，推动两国合作取得更多成果。

On the occasion of the 40th anniversary of the establishment of diplomatic relations between China and the United Arab Emirates, Chinese President Xi Jinping held talks with UAE President Mohammed bin Zayed Al Nahyan, during which he emphasized the need to "expand cooperation in high-tech fields such as information technology, artificial intelligence, digital economy,and new energy."  To this end, China and the UAE jointly established the China-UAE High-Level Joint Investment Cooperation Committee to promote deeper collaboration and achieve greater outcomes between the two nations.

此次临科智华与中阿互益能源公司、环渤海能源交易中心的签约落地，是对国家政策的积极响应，更是临科智华坚定以全球布局为蓝图，从上海临港一步一个脚印走向全球舞台的重要成果。

The signing and implementation of the agreement between Linkwise Data Technology and China Arab Mutual Energy, the Huanbohai Energy Trading Centera marks proactive response to national policy directives. More importantly, it represents a significant milestone in Linkwise’s commitment to a global expansion strategy—steadily advancing from its base in Shanghai’s Lingang Special Area onto the world stage.

在座谈会上三方展开深入交流并达成以下共识：积极构建人工智能与区块链技术基座，提供安全、高效、可信的数字基础设施，助力区域产业智能化转型；打造氢能驱动的分布式算力网络，高效开展人工智能、大数据、云计算等前沿技术应用，带动上下游产业链协同升级；发行能源锚定稳定币，提供安全便捷的跨境支付与结算工具，吸引国际资本参与经济建设。

During the meeting, the three parties held in-depth discussions and reached the following consensus:

First, jointly build a foundation for artificial intelligence and blockchain technologies. The goal is to provide secure, efficient, and trustworthy digital infrastructure that supports the intelligent transformation of regional industries.

Second, develop a hydrogen-powered distributed computing network. This network will enable the high-performance application of cutting-edge technologies such as AI, big data, and cloud computing, while driving coordinated upgrades across the upstream and downstream segments of the industrial chain.

Third, launch energy-backed stablecoins. The stablecoins will offer secure and efficient tools for cross-border payments and settlements, thereby attracting international capital to participate in regional economic development.

此次合作，是三方整合优势资源、凝聚创新力量的成果，更是中国企业为全球人工智能产业升级贡献的 “中国智慧”与“中国方案”。未来，临科智华将持续携手各方伙伴，深化国际合作，共享技术成果与发展机遇，共同推动全球人工智能产业迈向新高度！

This collaboration is the result of the three parties integrating their strengths and uniting innovative forces. Looking ahead, the parties will continue to work closely with the partners to deepen international cooperation, share technological achievements and development opportunities, and jointly drive the global AI industry to new heights.
